MINUTE entry before the Honorable Edmond E. Chang: (1.) The Plaintiffs' motion 74 to reconsider the order striking the sur-reply is denied for the same reasons that justified the initial order. (2.) The motions 78 81 for attorney representation (and the corresponding in forma pauperis applications 77 80 ) are denied. First, the notices of presentment were not set for at least three business days in advance, as required by Judge Chang's Case Management Procedures. Second, the Plaintiffs' filings so far show sufficient competence to litigate the case. In addition to the filings themselves, one Plaintiff is a college graduate, R. 78 at 2, and the other has some college education, R. 81 at 2.
