The District Court has ordered Petitioner's release by way of temporary restraining order and that redetention not occur absent certain protections by preliminary injunction. Pursuant to 28 U.S.C. § 2243, Respondents may file an Answer with any further opposition to the Petition within 14 (fourteen) days of the date of this order and shall provide all transcripts or other documents relevant to the determination of the issues presented in the Petition. If Respondents file an Answer, Petitioner may file a Traverse within 14 (fourteen) days. If Respondents do not file an Answer by the deadline, the matter will be deemed submitted.
