ORDER by Magistrate Judge Rozella A. Oliver: granting 87 90 91 92 Defendants' MOTIONS to Dismiss. The County Defendants' and Chen Defendants' Motions to Dismiss are granted and the FAC is dismissed with leave to amend. Any amended complaint shall be filed within 14 days of the date of entry of this order. Defendants' responses to the amended complaint shall be due within 14 days of the date of service of the amended complaint. The parties are excused from the Local Rule 7-3 meet and confer requirement as to any motion to dismiss filed by Defendants in response to the amended complaint.
