MEMORANDUM AND ORDER. The Report and Recommendation issued by United States Magistrate Judge Jennifer B. Wieland (Doc. 25 ) is accepted, adopted, and affirmed. The Court dismisses all of Plaintiff's federal law claims against all Defendant s without prejudice. The Court further declines to exercise supplemental jurisdiction over Plaintiff's state law claims against all Defendants and dismisses them without prejudice.
