REPORT AND RECOMMENDATION. The undersigned Magistrate Judge recommends that the District Judge dismiss without prejudice all of Plaintiff's claims against all Defendants, as set forth in the Amended Complaint (Dkt. 10), under 28 U.S.C. § 1915(e)(2)(B)(ii) and (iii) because they fail to state claims upon which relief may be granted and seek monetary relief against defendants who are immune from such relief. The undersigned further recommends that the Court decline to exercise supplemental jurisdiction over Plaintiff's state law claims and deny Plaintiff's Motion to Amend Complaint (Dkt. 23) as futile.
