By Stephen Smalley and Melissa Manna (June 26, 2018, 11:23 AM EDT) -- For decades, the U.S. has been the leading destination for international students, but U.S. colleges and universities are starting to feel the pressure of slipping enrollment numbers and increased global competition for these students. Recruitment challenges have now likely been exacerbated by two recent policy shifts announced by U.S. Citizenship and Immigration Services that make life more challenging for foreign students already studying in the United States. The first change increases the risk that foreign students and exchange visitors will be barred from re-entry to the United States based upon a more expansive interpretation of what it means for them to be "unlawfully present." The second policy change imposes new restrictions upon staffing agencies, consulting firms and other companies who seek to place certain foreign students at off-site locations. Given the increased pressures placed on foreign students and the mounting restrictions on the work available to them, the U.S. could find a growing number of these promising individuals electing to take their talents and careers elsewhere....
