One decade later, it was time to reconsider and refresh that rule. And so, in January of 2017, the court created the Local Rule 16.6 Revision Committee, composed of three members of the court — Judge Richard Stearns, Judge George O'Toole and Magistrate Judge Marianne Bowler — and 10 patent litigation practitioners from the district....
