CLOUD Act: Start Or End For Cross-Border Data Exchanges?

Microsoft Corp, the U.S. Supreme Court considered whether a United States warrant could be used to access data that an American company had stored on a server located in Ireland. The technical legal question at issue was arcane: whether the 1986 Stored Communications Act, or SCA, had extraterritorial reach.
However, the practical implications of the case were clear: in an age of cloud computing, could American law enforcement gather data stored anywhere in the world?
