ORDER DISMISSING COMPLAINT by Judge Stanley Blumenfeld, Jr.: Ordinarily, a self-represented plaintiff should be given an opportunity to amend a deficient complaint unless amendment would be futile. Here, the defects identified in the prior section are legal rather than factual. The alleged conduct cannot support a viable claim for damages against the government or its officers; any otherwise available claim for retrospective relief is either outside this Court's jurisdiction or time barred; and Plaintiff lacks standing to obtain prospective relief. Accordingly, amendment would be futile, and the complaint is dismissed without leave to amend. The Court directs the Clerk to update the docket with Plaintiff's email address, and provide Plaintiff notice of this Order at that address. (SEE DOCUMENT FOR FURTHER DETAILS.) (gk)
