Commerce Wrong To Question Russian Steel Sales, Suit Says
Law360 (September 10, 2019, 4:34 PM EDT) -- A pair of Russian hot-rolled steel makers are challenging the U.S. Department of Commerce's decision to impose a hefty anti-dumping duty on their steel, arguing the agency can't refuse to calculate a new duty rate by questioning the legitimacy of one of its sales.
Novolipetsk Steel Public Joint Stock Co. and Novex Trading SA said Monday that Commerce's refusal to complete their requested administrative review and calculate an accurate rate for the sale violates a requirement that the department do so when a review has been requested.
