Commerce Increases Duties On Chinese Steel Pipes

Law360, New York (October 21, 2009, 12:30 PM EDT) -- The U.S. Department of Commerce has raised countervailing duties against Chinese welded pipe exporters, having determined on remand that it erred in its calculation of duties against Huludao Steel Pipe Industrial Co. Ltd. and several affiliates.

In a remanded final determination released Tuesday, Commerce acknowledged that it had incorrectly classified a hot-rolled steel supplier for Huludao as a private company rather than an enterprise owned by the government of China, which excluded that company from Commerce's subsidy calculation and consequently resulted in lower duties against Chinese...
