Atlanta Employees Ruled Immune In Airport Ad Suit

Law360, New York (November 16, 2009, 6:31 PM EST) -- A circuit panel has ruled that certain employees of the city of Atlanta are entitled to qualified immunity in a lawsuit accusing the city and a Clear Channel Communications Inc. subsidiary of bid-rigging contracts for the advertising displays at Hartsfield-Jackson International Airport.

Ben Decosta, Kyle Mastin, Hubert Owens, Adam L. Smith and Carolyn Chavis did not violate a clearly established constitutional right and are therefore entitled to qualified immunity, a three-judge panel ruled in the U.S. Court of Appeals for the Eleventh Circuit on Monday....
