Russian Metals Co. Rips Dumping Margin Formula

Law360, New York (May 4, 2010, 4:01 PM EDT) -- PSC VSMPO-AVISMA Corp. has criticized the U.S. Department of Commerce's decision to maintain a 15.77 percent dumping margin against the Russian metals giant, claiming that the remand result doesn't take into account the case's unique nature.

In comments filed with the U.S. Court of International Trade on Friday, AVISMA asserted that the department's decision not to change the way it calculates the dumping margin runs afoul of the law because it doesn't "reasonably reflect the cost of producing the subject merchandise."
