Tech Co. Didn't Follow Rules In $82M Bid, GAO Says

Law360, New York (January 21, 2011, 12:18 PM EST) -- The U.S. Government Accountability Office has tossed Global Consulting International Inc.’s protest of an $82 million contract award, saying the technology consulting firm’s bid was fundamentally flawed and the contracting officers were under no obligation to accept it.

GCI provided resumes for some key staff members it planned on assigning to the contract to help update the U.S. Air Force’s technical and training processes rather than listing all their qualifications on “personnel qualification matrices” as requested, the GAO said in its decision dated Jan. 5 and...
