Texas Officials Order Probe Of Rolling Blackouts

Law360 (February 7, 2011, 2:33 PM EST) -- Texas' utilities regulator has requested an investigation into whether market manipulation played a role in power generation failures that caused rolling blackouts across much of the state recently.

In a letter Friday, the Texas Public Utilities Commission asked independent reliability and market monitors to investigate the actions officials took to prepare for and deal with the power emergency, which first hit the state late Feb. 1 after units went offline and demand spiked in the midst of severe winter weather.
