GAO Sustains Protest of $25M Defense IT Contract

Law360, New York (April 29, 2011, 5:10 PM EDT) -- The U.S. Government Accountability Office said Friday it had sustained Solers Inc.'s protest of a $25 million information services contract, saying the U.S. Department of Defense improperly accepted a flexibly priced bid when the solicitation called for fixed-price proposals.

Solers held the previous version of the contract with the DOD's Defense Information Systems Agency. It argued that the agency erred in awarding the contract to Booz Allen Hamilton Inc. because Booz Allen's proposal offered discounted rates that were contingent upon the continuance of other federal contracts...
