Chicago Trash Co. Boss Gets 16 Months For Bid-Rigging

Law360, New York (May 11, 2011, 7:08 PM EDT) -- The former president of a Chicago trash container company was sentenced Tuesday to 16 months in prison for bid-rigging in relation to city contracts to fix residential trash carts.

Douglas E. Ritter, president of defunct Urban Services of America Inc., will also have to pay $35,303 in restitution, U.S. District Judge Ruben Castillo ruled.

At the prosecutors' request, Ritter's sentence was reduced from the 41- to 51-month recommended sentence, because he pled guilty and cooperated with investigators in their case against a co-conspirator, Steven Fenzl....
