GAO Tells DOE To Reopen Bidding For Aircraft Services

Law360, New York (May 13, 2011, 3:41 PM EDT) -- The U.S. Government Accountability announced Friday that it had told the U.S. Department of Energy to reopen a competition for aircraft maintenance services, sustaining a protest over the department's required quality certifications.

USA Jet Airlines Inc. and Active Aero Group Inc. had protested the DOE solicitation, saying it limited competition by requiring companies to have specific industry quality standards certifications at the time of proposal submission, without allowing companies time to obtain the certifications before the award or performance of the contract, according to the GAO....
