Air Force Escapes Contractor Protest Over In-Sourcing

Law360, New York (May 25, 2011, 7:52 PM EDT) -- A U.S. Court of Federal Claims judge ruled Tuesday that Hallmark-Phoenix 3 LLC lacked standing to challenge an Air Force decision to use its own civilian employees to supply vehicle operations and maintenance services previously performed by the contractor.

In a reissued opinion originally filed under seal on May 13, Judge Francis M. Allegra granted the government's motion to dismiss the complaint in its entirety, concluding that the contractor could not legally maintain its protest to the agency's in-sourcing decision.
