RI Subcontractor Charged In Navy Kickback Scheme

Law360, New York (June 15, 2011, 3:43 PM EDT) -- Federal prosecutors on Monday charged the owner of three companies that served as U.S. Navy subcontractors with participating in a multimillion-dollar kickback scheme over technology services contracts at the Naval Undersea Warfare Center in Rhode Island.

From 2004 through June 2010, Russell Spencer, on behalf of his three computer consulting companies, submitted false and inflated invoices for payment to contractor Advanced Solutions for Tomorrow Inc. and then used those payments to give bribes to civilian program manager Ralph Mariano, his family and other affiliates, according to...
