RI Navy Subcontractor Cops Plea In Bribery Case

Law360, New York (June 17, 2011, 4:54 PM EDT) -- The owner of three companies that served as U.S. Navy subcontractors agreed Friday to plead guilty to charges he participated in a multimillion-dollar kickback scheme involving technology services contracts at the Naval Undersea Warfare Center in Rhode Island.

Russell Spencer, who has been cooperating with prosecutors, was arraigned Friday afternoon and released on his own recognizance. Prosecutors claim Spencer used his three computer consulting companies to submit false and inflated invoices to contractor Advanced Solutions for Tomorrow Inc., then used those payments to bribe civilian program...
