GAO Denies Protest Of $320M IRS Web Design Contract

Law360, New York (August 17, 2011, 2:58 PM EDT) -- The U.S. Government Accountability Office has rejected the bid protest of eTouch Federal Systems LLC over how the Internal Revenue Service evaluated certain small-business requirements for a $320 million Web portal contract, according to a decision released Wednesday.

Newark, Calif.-based EFS initially won the work, but the Small Business Administration determined that it wasn't a small business, as the company had claimed, according to the decision made Monday.
