Belgian Trucker Blasts $24M DOD Penalty As Excessive

Law360, Washington (October 26, 2011, 1:44 PM EDT) -- Belgian transporter Gosselin Worldwide Moving NV on Wednesday disputed $24 million in proposed civil penalties relating to rigging bids for U.S. Department of Defense contracts, telling a Virginia federal judge the size of the penalties violated the Eighth Amendment.

In August, a jury in the qui tam False Claims Act action found that Gosselin and one of its executives, Marc Smet, knowingly submitted about 9,100 false claims under a contract to transport the household goods of DOD and military personnel within Europe in 2001. The government...
