Designing A Federal Carbon Regime

Law360 (July 5, 2007, 12:00 AM EDT) -- The United States, while a signatory to the United Nations Framework Convention on Climate Change, has not ratified and is not party to the Kyoto Protocol.

The U.S. administration has been opposed for years to any mandatory carbon regime and was committed to relying on voluntary action and a focus on technological innovation.
