2nd Circ. Backs NY's 'Pay-To-Play' Campaign Donation Rule

Law360, New York (December 21, 2011, 5:42 PM EST) -- The Second Circuit on Wednesday upheld New York's “pay-to-play” restrictions that tightly limit how much money city contractors and lobbyists can contribute to political campaigns, ruling the laws do not restrict the contractors' free speech or equal rights.

The appeals court also upheld other provisions of the City Campaign Finance Act that prohibit public matching for contractor contributions and expand a ban on corporate contributions to include partnerships, limited liability companies and limited liability partnerships.
