GAO Shoots Down Decypher's Army Bid Protest

Law360, Chicago (January 18, 2012, 3:57 PM EST) -- The U.S. Government Accountability Office had denied a bid protest by Decypher Technologies Ltd., siding with the U.S. Army in rejecting Decypher's proposal to provide training materials under a contract the small business valued at $115.8 million, according to a decision released Wednesday.

In a ruling dated Nov. 18 that had been subject to a protective order, the GAO concluded that the Army properly denied Decypher's bid because, while its price was relatively low, it made certain assumptions that contradicted the requirements of the Army's request...
