'Late' Bid For DIA Contract Was On Time, Judge Rules

Law360, New York (April 2, 2012, 5:29 PM EDT) -- A federal claims court judge has reinstated a bid proposal for intelligence analysis support services, ruling in a decision released Monday that the Defense Intelligence Agency improperly excluded it for tardiness when security guards held up the arrival of the contractor's courier.

The Electronic On-Ramp Inc. had submitted an electronic version of its proposal an hour before the deadline and dispatched its courier to the military base where DIA's offices are located to hand-deliver the paper proposal, as requested by the agency, the ruling said....
