Allentown, Not Pa., Should Be Sued Over Arena Funding: Gov.

Law360, New York (May 30, 2012, 4:11 PM EDT) -- Pennsylvania Gov. Tom Corbett filed objections Friday in two lawsuits brought against the state over a law allowing residents' income taxes to help fund a $220 million hockey arena in Allentown, saying the plaintiffs should sue the city itself.

In Commonwealth Court in March, Bethlehem and Hanover townships filed one suit and the developer, Abraham Atiyeh, filed another, challenging the constitutionality of Article XVI-B of Pennsylvania's Fiscal Code, which allows for the creation of a Neighborhood Improvement Zone within a city in order to foster economic...
