NY Sen. Says New Lottery Could Offset Earmark Ban

Law360, New York (August 7, 2012, 3:16 PM EDT) -- New York's ban on budget earmarks is killing community support groups, a state senator said Tuesday, ramping up a push for a new lottery whose proceeds could pump millions of dollars into ailing organizations.

Queens Democrat Tony Avella said his amended legislation — which accompanies a proposed amendment to the state's constitution allowing for a new scratch-off lottery — would help get untold millions of dollars to groups suffering under a three-year-old ban on earmarks.
