Law360, New York (August 13, 2012, 1:28 PM EDT) -- The Ninth Circuit on Friday said a proposed $2.2 billion solar plant in the Mojave Desert can proceed, upholding a lower court’s denial of a preliminary injunction sought by an environmental group that said the project could harm the desert tortoise population in the area.
