Pa. Traffic Court Judge Faces Fraud Charge Over Park Funds

Law360, Philadelphia (September 13, 2012, 3:21 PM EDT) -- A Philadelphia Traffic Court judge and an administrative aide to a Pennsylvania state representative were charged with defrauding a state economic development agency, according to an indictment unsealed Thursday.

Judge Robert Mulgrew and Lorraine Dispaldo, who works for Pa. Rep. William Keller, D-Philadelphia, were charged for allegedly using Pennsylvania Department of Community and Economic Development funds earmarked for maintaining a Philadelphia park to pay tens of thousands of dollars to friends and associates.
