Jersey City Mayor Vetoes Expanded Pay-To-Play Restrictions

Law360, New York (January 3, 2013, 3:09 PM EST) -- Jersey City Mayor Jerramiah Healy has vetoed a measure that would have expanded restrictions on political donations by city contractors under the city's pay-to-play ban, saying the ordinance's legality and constitutionality are questionable.

In a Dec. 28 memo to members of the city council, which approved Ordinance 12-158 last month, Healy said the council rushed to pass an ordinance that was simply not ready and suffered from potentially fatal legal deficiencies, while at the same time tabling or ignoring competing pay-to-play measures.
