Pa. Officials Defend State's Lottery Privatization

Tom Corbett’s decision to hand over operations of the Pennsylvania Lottery to a private manager, administration officials told a group of lawmakers Monday that two other bidders had backed out of talks after deciding that the state’s contract terms were too restrictive.
