Law360, New York (January 14, 2013, 1:24 PM EST) -- Two Washington state nonprofits lost their bid Friday to delay construction of a $715 million nuclear submarine-related wharf near Seattle after a federal judge determined the U.S. Department of the Navy didn't appear to have violated its environmental review obligations.
