Philly Wants Docs In Suit Over Sheriff's Office Fraud

Law360, Philadelphia (February 22, 2013, 3:37 PM EST) -- The city of Philadelphia asked a state judge Wednesday to allow it to begin precomplaint discovery against two companies that provided services for the city’s Sheriff's Office as part of a lawsuit also targeting former Sheriff John Green over a "massive" fraud allegedly perpetrated against the city.

Reach Communication Specialists and RCS Searchers Inc., both owned by James R. Davis Jr., handled advertising and other services for the Sheriff’s Office for more than 20 years before a November 2011 report from the city controller’s office indicated...
