9th Circ. Won't Lift Bans On Mobile Billboards

Law360, Los Angeles (March 21, 2013, 10:01 PM EDT) -- The Ninth Circuit on Thursday affirmed a lower-court decision refusing to block Los Angeles and three other Southern California cities from enforcing bans on mobile billboards, saying the regulations are constitutional because they are content-neutral.

The appeals panel said U.S. District Judge Otis D.
