USAID Can't Exclude Contractors Caught In Email Hangup

Law360, New York (April 23, 2013, 6:35 PM EDT) -- The Court of Federal Claims sided with two rejected bidders on a U.S. Agency For International Development administrative support contract on Tuesday, ruling that USAID wrongly rejected their emailed bids as untimely after they were delayed by a hangup in USAID's email servers.

Plaintiffs Insight Systems Corp. and CenterScope Technologies Inc. sued USAID after the agency refused to consider their bids for a contract to provide administrative support for USAID's Global Health Initiative, which aims to invest $63 billion over the next seven years to help...
