Law360, Philadelphia (April 30, 2013, 5:52 PM EDT) -- Pennsylvania's attorney general told the Third Circuit on Monday that a state law prohibiting the use of electronic video monitors for gambling does not violate the First Amendment, contending that the programs on the monitors do not constitute expressive conduct and are thus not protected under the Constitution.
