Carriers Get Liability Shield In NY Emergency Text Plan

Law360, New York (July 12, 2013, 3:24 PM EDT) -- New York Gov. Andrew Cuomo signed two disaster-related bills Thursday, approving a measure to shield mobile service carriers from liability as the state brings an emergency mass text messaging system online, and one that allows New York City homeowners smacked by Superstorm Sandy to more quickly complete repairs.

In signing the text messaging bill the Democratic governor said the implementation of the new system — called NY-Text — could have been jeopardized without the agreement removing a barrier to contracting with potential mobile service providers....
