Law360, San Diego (August 6, 2013, 10:50 PM EDT) -- In allowing a Los Angeles light rail project to proceed, the California Supreme Court warned Monday that officials should have conducted an environmental impact report analyzing current traffic and air quality conditions — a ruling attorneys say will discourage local agencies and developers from relying only on future conditions in their impact reports.
