Forest Service Must Pay Bidders' Protest Costs, GAO Says

Law360, New York (August 23, 2013, 5:19 PM EDT) -- The U.S. Forest Service must reimburse two contractors for the money they spent protesting the agency's refusal to award them contracts for air tankers used in fighting forest fires, the U.S. Government Accountability Office said Friday.

Coulson Aviation (USA) Inc. and 10 Tanker Air Carrier LLC had protested that the Forest Service had allowed some offerers to revise their proposals through discussions it had with them, although the Forest Service had insisted it was merely seeking clarifications about their offers from them, according to the GAO's...
