Law360, New York (August 29, 2013, 8:37 PM EDT) -- A bipartisan proposal by two key New York lawmakers to issue $5 billion in bonds for water, sewer, flood control and other crucial projects is turning heads in the Legislature, but experts say the blue-sky bill doesn't yet provide enough detail to overcome doubts about adding the record sum to an already-hefty debt load.
