House Lawmaker Unveils Bill To Block Television Blackouts

Law360, New York (September 10, 2013, 3:29 PM EDT) -- Rep. Anna Eshoo, D-Calif., on Monday circulated draft legislation intended to prevent television blackouts caused by retransmission consent disputes and give consumers more control over which cable network subscriptions they purchase.

The unveiling of Eshoo's bill, known as the The Video CHOICE (Consumers Have Options in Choosing Entertainment) Act, comes in the wake of a dispute between CBS Corp. and Time Warner Cable Inc. that left more than 3 million viewers without access to CBS in their homes.
