Law360, Dallas (November 1, 2013, 8:43 PM EDT) -- Texas voters on Tuesday will weigh a $2 billion infusion of state cash into a revolving loan fund for water infrastructure projects that, if approved, will launch long-pending projects into reality and jump-start a flurry of development.
