NY Investigators Call Election Law Enforcers Toothless

Andrew Cuomo's public corruption investigators blasted the state agency tasked with enforcing election laws Monday night, painting a picture of a toothless, paralyzed bureaucracy that doesn't capitalize on opportunities to go after hundreds of reported violations, including possible criminal activity.
