DOD Official Decries 'Groundhog Day' Approach To Budgeting

Law360, New York (November 15, 2013, 7:34 PM EST) -- A U.S. Department of Defense official said Thursday that military readiness has been degraded by a counterproductive loop of short-term budget planning and congressional crises, likening the endless financial replanning to the movie Groundhog Day.
