NY Should Rethink Film Industry Tax Credits, Report Says

Law360, New York (November 21, 2013, 5:57 PM EST) -- New York gives more tax credits to the film industry than it receives from its tax revenue, according to an unpublished report prepared for the New York State Tax Reform and Fairness Commission that was leaked on Wednesday.

The report — prepared by CUNY professor Marilyn Rubin and Rockefeller Institute of Government senior fellow Donald Boyd, and obtained and released by Capital New York — suggests that the state reconsider its tax scheme with regard to the film industry to raise more revenue. The state spent...
