FERC Skirted Input On NJ-NY Pipeline Study, DC Circ. Told

Circuit on Wednesday considered whether the Federal Energy Regulatory Commission erred in not allowing the public to comment on environmental studies submitted by the natural gas industry to support a now-constructed pipeline extension carrying Marcellus Shale natural gas through New Jersey and into New York City.
