PREPA Took Kickbacks From Fuel Oil Suppliers, Suit Says

By Cara Salvatore (February 24, 2015, 4:07 PM EST) -- Already reeling from the rollback of a favorable law, Puerto Rico's embattled power utility was sued Tuesday by a class of customers who say executives colluded for years to buy low-quality fuel, sell it off as high-quality fuel and keep the change as kickbacks.

The suit was the latest bad news for a company that saw the territory's novel restructuring law, which had been a ray of hope, struck down this month.

The customers say PREPA conscripted people all along its $3 billion-a-year supply chain to maintain the alleged scam, which consisted of sourcing and selling cheap, "non-compliant" fuel oil but...
