Leasing Laws In Flux For Offshore Drilling

Law360 (August 22, 2008, 12:00 AM EDT) -- Annually since 1982, Congress has imposed a restriction on what areas the Minerals Management Service (MMS) can offer for outer continental shelf (OCS) oil and gas leasing.

These moratoria, which apply to all the Atlantic and Pacific coasts and a portion of the Eastern Gulf of Mexico (approximately 574 million acres or 85 percent of the OCS offshore the lower-48 states), are established through the annual appropriations process for the Department of the Interior.
