The conference version of the 2018 National Defense Authorization Act (H.R. 2810) contains three categories of reform: establishment of specific instructions concerning the scope of intellectual property rights the DOD is to acquire; creation within the DOD of a cadre of intellectual property experts; and implementation of three pilot programs whose effects may be felt by contractors in the near future....
